Unlocking a star system is how artifacts, credits, fuel and units to assist your trying to win against the reapers are found. The game mechanic is supposed to work as if you scan the sector and then after too many the reapers come and work you. Well....let them....and then ping like mad and since the locations dont move you'll be able to find the discoveries in one shot. Way easy to get around this mechanic.
