A Flamethrower is available exclusively to Abby, the game's second main character playable later in the campaign. You can get this weapon during The Descent stage, which is one of the missions in Abby's Seattle, Day 2 chapter.

During the titular descent, you will reach the next, lower floors of the building. Find the spot shown in the picture where you can walk over a large metal beam and then squeeze through a hole in the wall.
