When they're walking, Guardians always try to back away from Link if he's too close. Standing on top of a Guardian's head counts as being too close, so while you're up there, the Guardian will constantly be trying to back away. To make a Guardian walk in some direction, stand on the opposite side of its center of mass.
Try to stay away from steep slopes, because while you're riding on their head, Guardians can easily get "stuck" walking uphill, with no way for you to make them walk back down unless you jump off. This is because the point the Guardians are trying to keep away from Link is underneath them, on their base. When a Guardian tips while it's on a slope, the entire top of its head can technically be further down hill than its center of mass. So if Link's still standing on top of the Guardian's head, the Guardian will only be able to go uphill to move away from him.
