This just shows where the portal to Twilight Harbor is & how to get there. In order to get the Dragon head to open you'll need to have satisfied 2 conditions.

Condition 1: You'll need to use the exit portal in Gnorc Cove. If you exited the level through the Pause Menu then you'll need to go back into Gnorc Cove and use the vortex at the end of the level.

Condition 2: You'll have to have freed the dragon Delbin who is found at the center of Gnorc Gnexus/Gnasty's World.
