This time i want to talk about Admiral Hipper Class in Azur Lane, how to improve it and short history. I might have missed Hipper and Eugen skills.
Barrage is not counted for now. (Plus you can use Gyroscope)

Hipper = Vice Defence. When taking damage, 8% change to decrease next damage by 50%.
Guarding Shield. every 30s: deploys 2 rotating shield that can block 10 shells each. shields last for 15s.


Eugen = Unbreakable shield. every 20s: 70% change to deploy 3 rotating shields that can each block 10 shells. last for 10s.


Personal opinion, Hipper seems lightly better compared to Eugen. Then again Eugen seems to have some better stats compared to Hipper.
