Make sure you have all the updates installed for Windows XP SP1, and set the CSDVersion from "100" to "200" before the installation, or otherwise, it will NOT work.
This doesn't work on Windows 2000 or Windows XP RTM.
Once after installation, use the explorer.exe from XP SP3, or it will not work. However, some features may break if IE7 is installed on XP SP1. Should you encounter problems, it is recommended to go back to Internet Explorer 6. This is used for testing purposes.
IE7 does seem to work fine on Windows XP SP1 if all updates needed for XP SP1.
