Step 1 - Go to any Plastic surgeon:

BODY
Sex - Female
Race - Caucasian
Skin - Caucasian 4

FACE
Eye color - Blue

MAKE UP
Mouth - Lip gloss - Red 7

HAIR
Head - The sci-fi or Basic bob(You decide) - Black, Auburn(Brunette maybe works too, u decide)
Eyebrows - Overplucked - Red 1/If u have Auburn color on HAIR/Head(Any color that has the same or looks close to HAIR/Head color works)

My main focus is the characters outfit details and not to much(Just some of it) body details.(Its not possible to make the character look 100% like Anna, because SaintsR and Tekken are 2 different games) So if you want u can change body, face, nose length, mouth etc(Make her body/face look more like Anna) and maybe give Anna Eye shadow(Anna has Eye shadow in Tekken 6 i think)

Step 2 - Go to a Clothing store/Crib(A place where u can change your clothes)

HEAD - None

LOWER BODY
Shoes - Peep toe heels - (Peep toe heels gets very close to Anna's Tekken outfit, but almost any SR3 customization with heels its possible to use) Red 6 or Violet blue 6(u decide)
Underwear - Fleur de lis logos - Red 6 or Violet blue 6(if u decided Red 6 on Shoes/Suits u should use Red 6 color and Violet blue 6, if u have this color on Shoes/Suits)
Suits - Elegant couture - Red 6 or Violet blue 6(depends on what color u did choose for the other clothes)

You need to buy:

- Peep toe heels(Anything with heels)
- Fleur de lis logos
- Elegant couture

And u need the right colors
