To move The Elder Scrolls Online to a different monitor while in windowed fullscreen mode, follow these steps:

Open The Elder Scrolls Online Launcher and click Play.
From the main login screen, select Settings.

Under Video Settings, go to the Display mode at the top.
From the dropdown menu, change Full Screen to Windowed Mode.
Once in Windowed Mode, move the game’s window to the preferred display.
After moving the window, go back to the dropdown menu and reselect Full Screen.

Additionally, you can use the following keyboard shortcuts to move a full screen game to a different monitor:

Launch the game.
Press Alt + Enter to make the game windowed.
Drag the game window to the desired monitor.
Click on the game window.
Press Alt + Enter again to make the game fullscreen on the second monitor
