you can follow these steps to mute system sound effects or notifications on your console:

Press the Xbox button on your controller to open the guide.
Go to Profile & system - Settings - Accessibility - Audio.
Toggle sounds on and off by selecting any of the following:
Mute navigation sounds to silence any sound made when moving around the dashboard.

Mute notification sounds to silence sounds for achievement unlocks, friends signing in, messages received, etc.

Power chime to silence the sound the console makes when first turned on and the Xbox button starts to glow on the console. Options are On, Off, and Only with power button or voice (when using a Kinect to turn on a console).
Mute startup to silence the sounds that play during the animation when a console first turns on and the Xbox logo appears on screen.
