Today, I show you how to outline an image in the free image editing software, GIMP

https://www.gimp.org/

Steps:
1) Fuzzy Select Tool: set Threshold to max
2) Select your layer
3) Right Click - Select - Grow - Set to how wide you want the outline to be
4) Create a new transparent layer and make sure it is behind the layer you want to outline
5) Use the Fill Bucket Tool and Fill the selection (on the new transparent layer) with whatever color you want your outline to be
6) Right click on the original layer and Merge it down with the outline
7) Right Click - Layer - Autocrop Layer
