To play 2-player split-screen in Rocket League on Xbox, follow these steps:

Connect Both Controllers:

Turn on both Xbox controllers and sign into different Xbox accounts (or use a guest account for the second player).
Launch Rocket League:

Start Rocket League from the main menu.
Add the Second Player:

Once you’re in the Rocket League main menu, have the second player press Options (the Menu button) on their controller.

This will prompt the game to add Player 2 to the match.
