Note that it seems like this file can have a completely different name so find the right one.
Go to %PROGRAMDATA%\Epic\EpicGamesLauncher\Data\Manifests.
Open the correct .item file with Notepad or another text editor.
Search for 2KLauncher/LauncherPatcher.exe.
Replace the text with Build/FinalEpic/Bioshock2HD.exe.
Restart Epic Games Store.
