There are a few ways to turn off your Xbox One controller without using the console. Here are some of them:

If you are using your controller on a PC or a phone via Bluetooth, you can press and hold the Xbox logo button for six seconds. This will turn off the controller without taking out the batteries.

If you have a wired controller, you can simply unplug its cable from your PC.
You can also remove one of the batteries from the controller to force it to power off
