To turn off or on text to speech for party chat on Xbox One, you can follow these steps:

Press the Xbox button on your controller to open the guide, then go to Profile & system - Settings - Ease of Access - Game and chat transcription.
Under the Party chat options column, select one or both transcription settings: Text-to-speech or Speech-to-text.

Text-to-speech will read aloud any messages that are typed in the party chat by other players. Speech-to-text will display any voice chat from other players as text on your screen.

You can also change the voice and language of the text-to-speech feature by selecting Change voice under Party chat options.
To turn off the transcription settings, simply select Off under Party chat options
