Here's how to turn on comments on youtube:

(Phone)

Step 1: Open YT Studio app
Step 2: Click on 3 horizontal lines top left
Step 3: Click videos
Step 4: Select your video
Step 5: Click on the edit icon
Step 6: Click on advanced settings
Step 7: Scroll down and find comments
Step 8: Turn on comments

(Desktop)

Step 1: Open YT Studio
Step 2: Click videos
Step 3: Select your video
Step 4: Click on the edit icon
Step 5: Click on more options
Step 6: Scroll down and find allow all comments
Step 7: Turn on comments
