I had actually saw this in Chapter 9 but decided to post it now since it makes sense IMO. This is actually the story that Rei was explaining in Part 1... Or rather her experience..

How Rei became a CPU, how she learned of her powers, the creation of Tari, the problems she faced , How she dealt with them and at last the destruction that caused the great Crash.

I think half the blame isn't hers but her "helper" (I think you can guess easily guess who it is) if you get what I'm saying.
