I went through the entire map of Dragons Dogma 2 and plundered from every NPC in game to see what they are carrying. There are over 100 NPCs that had items on them that could be stolen and even more that had nothing. I also was caught stealing from Empress Nadinia and was chased for a long time by her bodyguard that refused to give up. Unfortunately there are currently 4 NPCs that I wasn't able to steal from due to high affinity making the plunder skill not activate. Once I go through NG++ I will try it out on them before doing their quests to see what if anything they are carrying then I will leave a comment on this video about it.
