'In' as a preposition of place is used to denote a static position of something 'inside' (or surrounded by) something else; 'to' is added to it when a movement is involved towards that position.
e.g.
He is in the room. (Stationary position in side the room)
He came into the room. (Movement towards the inside of the room)
