I think the point of this video might be another one of those correlations don't equal causations thing. As fighting games have gone on new mechanics have been introduced and new potential complexities are possible to fix moves situations whatever it might be.
however sometimes these fixes and complexities are fixing something that was not really the problem in the first place. the move itself was not the problem it's more so the way the game works if you will.
so although guys hurricane kick is often seen as maybe a broken move in the original Street Fighter alpha if you actually think about it for a second the move has many distinct weaknesses built in the way the move works in the game would not be necessarily for the most part a problem in another Street Fighter game. the problem is because of how Street Fighter alpha works at the game itself you're not given the opportunities to abuse the weaknesses of the move as you should probably be able to.
so even if we take some of the new properties that are in video games and let's say if we give it to guys hurricane kick well assuming the property's actually function like they're supposed to if anything it could actually make the move too good because now there is no real thought process in a sense or maybe risk might be a better way to word it. although you've now given the move three clear distinctions on what to do no matter what you always win. so the move potentially becomes too powerful, instead of having a powerful move that also has clear weaknesses you just have a "complicated" move that never loses. if that makes sense
