If your having an issue where instagram wont let me follow someone your going to want to first
1. Figure out if your being blocked by the person your trying to follow. This can very well happen so try and follow someone else, and see if instagram okays it and go back and try and follow that one particular person to see if it is a blocking issue. If your being blocked theres nothing you can do and will have to forget about that person
2. Another very common problem is where you have followed a ton of people in a short period of time. I have been guilty of this one myself where I have followed a couple hundred people within an hour, and then the app won't allow me to follow anyone else. Whenever this happens you usually have to wait about 24 hours until you can follow someone again
3. If your still having problems and asking why instagram wont let me follow someone then you need to also check how many total people you have chosen to follow. Instagram puts a cap on being able to have followers where you can't have more than 7500. For whatever reason this is the limit they have chosen, and I think it has to do with clogging up there servers
4. You should also check for an update on your phone or tablet which can fix bugs or glitches. You should do the same thing with the instagram app as well
