Is Kali Linux for Linux Beginners?

Kali Linux is a specialized Linux distro for penetration testers and ethical hackers. In some of the Linux forums that I frequent, Linux beginners often express an interest in learning Kali Linux as their first Linux distro, and want to use it as their primary Linux distro. Is that a good idea? Or, should Linux beginners start with some other desktop Linux distro?
