In Version 8.7.6 rural plots can no longer be opened using master axes (there is no need). So does that mean that master axes have no value now? If you have enough axes to free up a production resource slot in your city and you have not be transferred to the new city layout, I would suggest you use them now. Build a building which you have the fewest of and upgrade it as far as you can before you get transferred. This means you will guarantee some value from your axe rather than hoping that KoA will give you compensation for them!
