The jump in D has to hit before the fireball. This not only ensures that the fireball hits against characters that can run underneath it, it's also what causes the long hit stun, which ensures that Andy is as close as possible to follow up with the rest of the combo.
The character specific part is landing the super - it will only connect against opponents who have a significantly widened hitbox when they go into hit stun, like Chris. Others who don't fit this criteria, like Iori, the Super will whiff completely.
