Do not pay attention to the Kerbin Environmental Protection Agency report. All nuclear materials in this mission were disposed of in a safe manner.

I land a kerbal on Tylo and return him safely to Kerbin using only the nuclear engine for propulsion. The low atmosphere ascent is the most difficult part, but the rest was surprisingly painless.

My launch vehicle can put a nuclear engine and about 600 units of liquid fuel in low Kerbin orbit. The lander is launched with partially empty tanks and is then filled by a refueling mission. I could probably have consolidated these into one launch, but this was easier.
