The mana efficiency / ele pen with frost claw idol seems to be bugged providing significant damage boost.

Even though I am only doing lightning damage (note the cold pen amulet does nothing), the 11% ele pen idol provides a ~5x larger tooltip boost than the 12% light pen affix on a neck.

You can clearly see that I am doing a noticeable amount more damage with the 11% pen idol.

(Also note I have tested with other frost claw idols that had a different suffix, same result)
