Explosive ammunition is not affected by hitgroup multipliers. Thus, you cannot do bonus damage from where you hit. Instead of doing 4x damage to the head, the Hunting Rifle did 1x (90 damage), which is why it took 3 shots to kill.
Fire ammunition is not affected and is subjected to hitgroup multipliers.
