I feel that the purpose of open play is to provide a nice relaxed atmosphere to build a city. Instead, by removing the ability to collect taxes, a situation is created where hours of playtime essentially become wasted because you didn't play the way the designers wanted. Hopefully future campaigns will not have those limitations.
