It's finally time to go and retrieve the astrolite for Mercurio. Getting his money back is optional, as is actually giving it back to him, but the reward for honesty is far more than just a pat on the back. Whether you value it over cold, hard cash is another matter, but Helen knows that gratitude lasts a lot longer than coin.
The beach and the pier are both en-route, both of which are worth checking out in detail. The beach has NPCs that not only give you a lot of lore about the setting but a very good sidequests. The pier is less important right now, though it's always a good idea fo familiarise yourself with your surroundings. As for the people that took the astrolite, there are many ways to deal with the situation.
You can go in bat swinging and guns blazing from the get-go, talk your way through the encounter or employ smarts and stealth to be in and out without anyone noticing. You can even mix and max as your playstyle desires, but what matters is getting the astrolite. It being a combat zone means you can do whatever you like without consequences so whatever you do, don't hold back.
