With each person we turn, we get one step closer not just to taking apart the case but to more information via the stuff the double agents inform us about. Turning people is all about luck, however; you need to be lucky enough for there to be floor safes present in the first place, then you need to come across incriminating evidence. This is more likely if you have the master plan but that also requires luck to find. Most importantly, the act of seeking the master plan and the evidence to turn people takes time and time is your ultimate enemy in this game.
You may not think much about the couple of hours it takes to go pop out of a building and dive back in looking for the evidence to turn someone but all the while, the criminal plot continues. If you have the major agent turned then you don't need to worry so much but more often than not, you don't. Be careful not to let your pursuit of the perfect case cause it to slip from your grasp and tumble into failure.
