At the start of the case, the chief will give you some information that has been acquired which he thinks may help you. You receive less the higher difficulty you're on and it's less likely to be pertinent to the case at hand, meaning on the highest difficulty you can receive a pittance of absolutely useless intel. On lower difficulties the best thing to receive is a location as it's very likely to contain someone linked to the case and while you won't want to arrest them right away – floor safes to turn them notwithstanding – such buildings are a fantastic way to build up more clues as to who's involved in the crime.
If you already have information about the mastermind, your priority should be discovering more as soon as possible so you can capture them. This can be done by looking them up in the terminals at the risk of setting off the alarms but the payoff of finding out who all the conspirators are is more than worth it. That doesn't mean you shouldn't note down all the other information you find as well; you might not be able to capture the mastermind and it never hurts to find out more about the case at hand.
