A bit late on this one, I know. Here’s a Like a Dragon: Infinite Wealth performance breakdown with resolution metrics for PS4, PS4 Pro, and PS5 consoles. The PS4 Pro version was pixel-counted with the game running on PS5 via back-compat mode. There’s no evidence of a dynamic resolution scaler on any version, though I’m not ruling it out entirely either.
As expected, the PS4 suffers the most once you get to Hawaii, primarily due to being CPU-bound. Series staple locations like Isezaki Ijincho and Kamurocho deliver much more stable frame-rates. Beyond resolution and frame-rate, elements like shadow quality, NPC density, and draw distance are also pared back on PS4.
Surprisingly, the PS5 also experiences long stretches of frame drops — likely GPU-related — once you reach Hawaii, particularly in the Anaconda Shopping Center area.
Finally, this video also compares the PS4 v1.0 disc build against the most recent v1.20 patch for performance differences. With the patch installed the game seems to run 1-2fps faster, not a huge difference.
