To obtain the Achievement A Victimless Crime, you need to solve the mystery of the house without really blaming anyone. Enter Ms. Brewster's Home for Traveling Salesmen and talk to Ms. Brewster. Offer to help then head up the stairs and go into room 3C. Investigate the room and if you have a fishing rod, fish around. Check underneath the carpet for clues.
After you're done checking the room, head back down to Ms. Brewster and talk to her. Tell her you figured out who the occultist is. Accuse the guy in 3B BUT choose the 2nd option, tell him that you're pretty sure he didn't kill anybody. The truth will be revealed then. Ms. Brewster will then reward you with 29 Meat and 10 XP.
You'll obtain the achievement after this.
