This unusual problem, as it turns out, is being caused by the Logitech Gaming Software version 8.46. At the time I recorded this I had no idea what was going on and just wanted to show the techs at Memory Express so they could see what was going on (I purchased extended warranties on the components before I built my computer so it was worth my while to take it to them instead of doing all the troubleshooting myself. Didn't cost me anything.)

I have, since, installed the LGS v8.40 and have no problem so for anyone using a Logitech gaming peripheral (I use both the G510 and G13, the latter of which is completely useless without LGS) and happen to experience this issue the best thing to do is locate and install an older version of LGS at least until the issue is resolved.

Also! If anyone knows of a GOOD program to use to convert MP4 to MPEG without suffering such extreme quality loss... please let me know in the comments below!
