Whisper does 39 percent more damage than LS not including the catalyst "Whispered Breathing" which adds 30 percent damage more to Whisper.
The advantage to LS is that special ammo is more plentiful than heavy and LS can roll with extended mag, field prep, and triple tap with the option to put on the mod "Back-up Mag." These rolls give LS a magazine of 7 with 23 total reserves. Triple tap increases the 7 round mag to 10. The armor perk sniper scavenger allows for 7 to 8 bullets per brick.
