Some states such as the Taurian Concordat boast record literacy rates, higher than some Successor states while the likes of the Magistracy of Canopus can command great wealth and protection due to it's pleasure economy.
Despite the negative perceptions of the periphery the Successor states have always been unable to quell them and even during the height of the Star League the Periphery took years to bring under foot in the reunification war.
