Well, knowing that you made this in 48 minutes, I think you did quite a bit for your level, but was the meme worth it? I'll give you props where it's due, the usage of the Arigock G's were my favourite part about the level. You also put them in interesting places that forced the player to tread carefully. Your usage of the Bomber Pengs was far less inspired though. They felt out of place, especially with the aesthetic of your level seemingly being underground cavern?
Your usage of the two main gimmicks, autoscroll & the strike man platforms were not that interesting. The first screen's autoscroll was a waste. Why not make the autoscroll go all the way to the pit into the cavern area? And the second autoscroll, I could just tell was there to check off an item on a checklist. The strike man platforms felt mostly uninteresting, and that last spiked one, I couldn't even jump on. Was I supposed to damage tank that? If so, that's a dock for function because you should NEVER have to forcibly take damage to beat a level.
Aesthetics get a 2, only because the cavern felt different from the black void of the outside area. And you included music that fit the theming. Beyond all that, the main issue with this level is length. It's over so quickly, and the double Big Eye fight just feels like it should have been a mid-boss. I wish you'd taken the full 48 hours to make a level, because you have the skeleton of something here.

So the title of the level is Ordinance with Lyrics, yet Lyrics only appear in the first two rooms? Huh, well then. A level made up of four small rooms and a tedious boss fight, chock full of so many enemies and count bombs that it's hard to really focus... Yeah, this wasn't made for other players in mind, was it?
Design & Creativity-wise, I have to give you props for some of your setups. Anything not involving those flame traps was a lot of fun, (So the first room & the third room, which was just count bombs) and you had the skeleton of some really interesting setups here. The jellyfish enemies are used well, and the lyrics are also used fairly well as well, for the two rooms both enemy types appear in. The Dada's, on the other hand, were just chucked in with no rhyme or reason. A waste of an enemy type that's designed to ambush the player in larger rooms.
It doesn't help that the second Dada just runs to the left of the screen and vanishes, posing no threat to the player. Functionally, everything works, at least. But I'm docking a function point for the boss fight, as the two bosses simply didn't function well with each other in the slightest. You should have just had one or the other, not both.
Aesthetically, I actually kind of liked the colour pallet. It shouldn't have worked, but it did, and I'm a sucker for classic music like Crash Man's theme, so you get a few safety points there. It's a shame, then, that despite your level being so short, I was willing to skip the challenge of the final room. Perhaps that tells you the mindset players might have going through this level, and that's never a good sign.
Had you taken out some of the count bomb sections and maybe focused on having some larger scrolling rooms to break up the monotony of listening to those bombs go off, while using the Dada's there as they were intended, you might have had a more cohesive level.
