This is a tutorial on how to make any picture into a spray for TF2. It's the fastest, easiest method I know of.

Here is where you save the spray to:
C:\Program Files (x86)\Steam\SteamApps\common\Team Fortress 2\tf\materials\vgui\logos

Here is what the VMT file needs to say:
