1. Draw simple shapes and lines
2. Add a pupil and catch lights
3. And Check the proportions
4. Emphasize the eye lids and decide if you want to increase complexity by adding eyelashes, tear ducts and eyebrows.
5. Add basic colors and shift around with tones and hues for highlights and shadows
6. Use a soft brush to stylize colors and details so that everything is cohesive.
7. And try again in a full image for a basic manga eye.
