Mass Effect 3: Concussive Shot amplified with Cryo Ammo not priming cryo explosions? Test 1
2YouTube user Robson Waterkemper (http://www.youtube.com/user/robsonwaterkemper) mentioned to me that while Concussive Shot amplified with Cryo Ammo will freeze unprotected enemies, it will not prime them for cryo explosions. So I tried it out, and the results seemed to be mixed (this video).
Now, for enemies to be primed for a Cryo explosion, they need to be fully frozen (except in multiplayer with Snap Freeze)*. Concussive Shot amplified with Cryo Ammo can take a loooooong time to freeze enemies.
* It should be noted that there is a brief window when enemies are first being frozen that they can be detonated for a cryo explosion, because reasons.
