Setting up a romance between Normandy Engineers Kenneth Donnelly and Gabriella Daniels is fairly easy and straightforward, yet also potentially easy to miss if you’re not paying attention. For starters both of them need to survive the events of Mass Effect 2 - meaning you need to rescue the entire Normandy crew during the final mission.
Basically you just need to launch the final mission immediately after the crew is kidnapped, and then select a squadmate (preferably loyal) to escort them back to the Normandy.
Next you need to reinstate Ken and Gabby onto the Normandy in Mass Effect 3. You can do this after completing the Palaven mission by simply going to the Spectre Office in the Citadel Embassies, opening the Spectre Terminal and authorizing their pardon. Once you do that they’ll be back on the Normandy.
From here on out, the best thing to do is to visit them on Deck 4 after every single mission. You can overhear a variety of banter conversations between Ken and Gabby throughout the course of the game.
Eventually, Gabby will confront Ken about his sexist comments and lack of courage to ask her out. Support her in the argument and this will start their romance.
