Having looked at the letter again, and the previous patch notes, I can't say there's anything definitive about when this new skill-based match-making will come into effect. I suspect that a form of it is in the game already, and rather being an "on or off" option, it will be more like a dial, with the devs turning the strength of match-making up and down depending on time of day (player population) and any results they can ascertain.
