At the end of Chapter 12.
Count 14-15 seconds after you restart the checkpoint, and then charge towards the nearest guy. You should be right in the guy's face when the tremor starts, and you will have a larger area to get a headshot.
Either the guys will damage you enough so you enter sudden death and everything will slow down automatically, or you must then shootdodge to slow down time.
With enough attempts, you should be able to get it. Getting right in the guy's face is the key -- to improving your 'luck.'
