0Max finally remembers the events back in Panama and answered Da Silva about the smuggling that attracted the AUP, Da Silva theorizes that it might be dirty money and the smuggling is to take the money to Panama in order to launder it. Max question the action since the Brancos are rich, Da Silva replied that Rodrigo, the eldest in the family, held the family fortune tightly and Victor's political campaign was funded by Rodrigo (The clue in the office showed that Rodrigo prepare to discontinue funding). With Victor's brothers death, not only he will gain the family wealth, he also gained sympathy from the public for his loss.
Max questioned the other conspirators, Marcelo, Passos and himself. Da Silva explained that Marcelo is an idiot and he was certainly bribed by Victor to take action against Rodrigo (possibly Fabiana as the case), Passos was a failed cop both in New York and Sao Paulo and could easily been bribed to work for Victor but conclude that he merely caught in a crossfire of a family dispute. Finally, Da Silva speculate that Max is the fall guy for Victor, which Max denies and couldn't believe it.
After the confrontation, Da Silva decides to send Max to a mission where he need to investigate a van that contained prisoners from Nova Esperanca was not booked. Max realized it must have been the deal between the Cracha Preto and UFE back in the favela. Da Silva took Max to a derelict and abandoned hotel, Imperial Palace Hotel where the van is located at. Max reluctantly accepts the mission and infiltrate through the basement. Despite not being a stealthy person, he grabbed a bottle and tied it with the pistol with the bottle as the silencer.
He realized that Da Silva had a point that he had been used in a conspiracy since Passos hired Max. He witnesses 2 Cracha Preto soldiers burning corpses and trash bags taint with blood before leaving, making Max suspicious. He also found an ammo crate belonging to UFE, signifying the ties with the Cracha Preto and the weapon supplier for the death squad. Max follows the soldiers by using the maintenance elevator to follow them, he soon engage them, navigating through the hotel and eliminating any soldiers nearby. He soon found the Cracha Preto's target room where he learned that he, Passos and Da Silva were targeted.
He continues forward to find their storage room where he found more evidence of UFE connection, he also found the prisoners held by the Cracha Preto and proceed to free them. Max even found Serrano who was tortured to the point of broken and let him escape despite the bad blood. Max soon climbed an abandoned elevator and engage the Cracha Preto in the recreational area of the hotel. Max soon entered the kitchen area where he found the doctor, Arthur Fischer harvest organs from his victims. Fischer plead for his life and using various attempt to do so, soon Serrano entered the kitchen and shocked at the cruelty. Max soon walks away from the scene and allow Serrano to kill the doctor.
Max entered the demolishment area and found the Cracha Preto's weapon room. He decide to take their ammo, weapons and C4 to battle other paramilitary soldiers and use the C4 to destroy the building as vengeance for their organ harvesting actions. After planting the C4s, he prepare the trigger and face the remaining Cracha Preto on the rooftop and confronted Neves for the death squad responsibility for the organ harvesting. Neves later belittle Max actions as futile and claim his powerful friends will protect him, Max rebuttal that his 'powerful friends' won't help them here.
Max engaged the soldiers and attempted to escape the hotel, but the exit collapsed, rendering Max escape impossible. After engaging the rest of the Cracha Preto, he fell down due to the building tremors and held at gunpoint by Neves and readied to be executed. Neves was shot by Passos who returned to rescue Max, Max was angry and sore for being hired and used as a fall guy which Passos denies some of the extent of the conspiracy like the organ harvesting and revealed that he was forced to join the conspiracy to force Rodrigo to loosen the family purse. Despite the hostility, Max and Passos escape the hotel using the Cracha Preto helicopter before the hotel's destruction.
