All software mentioned includes – 7-zip, AMD/Nvidia/Intel Graphics Drivers, C++, DirectX, Game file (in formats of .cue, .bin, .ccd).
You can Google the download for a game file (or other appropriate format) if you choose the illegal route.

_____________________________Instructions – Install & Run Mednafen________________________________

A - Click the link for Mednafen near the top of the description.
B - Once your download's finished, go to your downloads folder and unzip the file (tutorial for 7-zip also near the top of the description).
C - Create new files for the emulator by double-clicking on the application. You can't "open" the emulator in the traditional sense.
D - Move your Saturn bios to the emulator directory.
E - Drag your game to the emulator .exe file and it should have started.

____________________________Instructions – Basic Configuration________________________________

A - If you want to further configure controls for a custom keyboard layout or a gampad, press Alt+Shift+1 with the game open and press the button that corresponds to the on-screen command. Do that twice with each command until finished.
B - Press Alt+Enter to enter or exit full screen.
C - If you have stuttering or poor performance, go to your emulator directory, open up the .cfg file with something like Notepad++ (for better organization), press CTRL+F and type in cd.image_memcache" and when you find it, replace the "0" with a "1".
D - You can also have no black bars by finding "ss.stretch" and replacing the "aspect_mult2" with "full", albeit causing the image to stretch.
