By the Late 90's, Sony and the PS1 became a force to be reckoned with. The N64 (for as revolutionary as it was) was unnecessarily difficult to make games for. Among many other companies, Capcom shifted a lot of there focus over to the PS1 and they were among some of there strongest supporters. Mega Man 8 was there star title towards the beginning of the system's life; And seeing how acclaim 8 was at the time, they swiftly followed up on that success by releasing a game that attempted to modernize the X-series in that same way.
