Mega Man 7: Part 2: Burst Man Stage
Like in Mega Man X, after you complete the Intro Stage, THEN you get to pick a Robot Master stage. This time, however, there's only 4 of them instead of the usual eight. I start with Burst Man's stage.
Burst Man's stage is a water level. As usual, you can jump higher when you're underwater, but this time, after you beat the miniboss, the water changes to purple and causes Mega Man to float.
You'll need to use this floaty water as it rises and falls to avoid touching some spikes.
Here, I also pick up an "R". Get all 4 letters in the word "RUSH" to get a new form that involves merging with Rush once again.

For an aquatic stage, Burst Man himself isn't too aquatic. The battle against him takes place on land, and he only uses bubbles to trap you in them or force you to the ceiling spikes, all while unleashing bombs and even putting them in the bubbles he traps you with.
Burst Man is weak to the Freeze Cracker, but since I don't have that, I use the Mega Buster instead. Beating him regardless gives you his weapon: Danger Wrap
In this game, once Mega Man picks up a new weapon, he goes back to Dr. Light's lab to ask him about it.
