Beating one Wily Tower stage in this game still lets you go back to the Stage Select screen, just in case you still want to visit the other stages or visit Roll again. But selecting the Wily Tower here automatically takes you to the next stage there that you need to beat.
After the initial on-foot part of this stage, which mostly consists of climbing ladders, the whole rest of the stage is another aerial assault course with Rush, just like what happens during the middle of Tengu Man's stage.
In fact, the boss, Bliking, is a boss you must fight during this flight. Its weakspot is all of the flashing parts of its own body when it opens them up to unleash its weapons on you. These actually have their own invisible health, and when that's gone, that part of Bliking is destroyed and you'll have to aim your attacks at a different part and destroy that, too.
Keep doing this until you wreck the entire thing and move onto Wily Tower 3.
