After defeating the Overdrive Ostrich, X heads to the Weather Control Stage to defeat the last Robot Master, the Wire Sponge. The stage has constant weather changes controlled by Weather Crystals.
Wire Sponge was created in one of Sigma's Maverick producing factories, and an accident resulted in him having a personality disorder, which causes him to be childish and easily amused. Yet, he still had impressive combat abilities and was placed in charge of the Weather Control Station, where he found delight in passing the time by playing with the weather system.

Now, X has full health (24 points of health), full armor, all 4 Sub Tanks and all the weapons earned of the 8 Robot Masters.
