I should have explicitly stated this in the video, but this is a 3-frame universal buffer, meaning you can start holding up 3 frames before being actionable, and you will successful buffer the jump. If you start holding up 4 or more frames before being actionable, then you won’t buffer a jump.

The important word here is "universally" buffered. Some of you may already know that EVERY kind of jump (tap, X, and Y) can be buffered for 20 frames after hitstun. This video is going over the fact that only tap jumps can be buffered universally, while X/Y jumps can't.
