Here is yet another video showing you cool command you can use in a command block. This time it allows you to be super fast. It's not done using the effect command.

Here is the commands you put in a command blocks:
execute at [your name] if block ~ ~-.5 ~ minecraft:lime_concrete_powder run attribute [your name] minecraft:generic.movement_speed base set 0.1

execute at [your name] if block ~ ~-.5 ~ minecraft:light_blue_concrete_powder run attribute [your name]
minecraft:generic.movement_speed base set 0.5

execute at [your name] if block ~ ~-.5 ~ minecraft:yellow_concrete_powder run attribute [your name] minecraft:generic.movement_speed base set 1

execute at [your name] if block ~ ~-.5 ~ minecraft:orange_concrete_powder run attribute [your name] minecraft:generic.movement_speed base set 2
